393 Termination of vehicle registration upon the submission of a written application by the owner

On the grounds of:
Ordinance Nr. I-45/2000 on Registration, Report, Taking off Road and Commissioning of Vehicles, Temporary Suspension, Termination and Restoration of Registration of Vehicles and Trailers, Pulled by them, and the Order of Providing Vehicle Registration Data – Art. 18, Para 1
Competent authority:
Traffic Police units within the Sofia Metropolitan Directorate of Interior & Regional Directorates of Interior
Deadline of issuance: immediately
Validity of document/individual administrative act: indefinite
Restrictions and conditions:
The service is provided under the following conditions:
- over 70% damage (total damage)
- when the vehicle has been damaged by fire or natural disaster
- when the vehicle has been sold for dismantling
- when the owner intends to keep the vehicle in a private property
- when the vehicle is exported out of the country
- wanted vehicle
- when the registration plates do not match the Bulgarian standards
- confiscation or vehicle seizure in favour of the state
I. Submitting an application
The service is requested with a written application, which is generated by the Traffic Police information system. The data is filled in automatically. The applicant only checks the data and verifies it by his signature. It is not necessary to fill in the application in advance.
At minimum, the following documents accompany the application:
1. Identity card – for individuals
2. Document, certifying the right of representation of the registered entity - vehicle owner
3. Vehicle Registration Certificate (Part I and Part II)

Additional documents which accompany the application:
1. Written notification to the respective Traffic Police Unit by a licensed insurer, stating decision to pay total damage
2. Written information by the owner about the export of the vehicle out of the Republic of Bulgaria
3. Documents, certifying the dismantling of the vehicle
4. Declaration, stating that the vehicle is kept in a private property
5. Document by competent authority, certifying that the vehicle has been destroyed by fire or natural disaster (if the registration plates cannot be handed in)
6. Copy of registration document in another country or other document with legalised translation, certifying the registration of the vehicle in another country
7. Document, certifying that the vehicle has been confiscated or seized in favour of the state
The registration plates have to be returned to the Traffic Police, except when:
· they are destroyed
· they are declared wanted (stolen or lost)
· the vehicle is registered in another country
II. Check of the supplied documents
All enclosed documents are checked for completeness. If some document is missing the applicant is informed about this.
III. Provision of the service
1. In case of written notification to the respective Traffic Police Unit by a licensed insurer on the decision to pay total damage, part I of the registration certificate is declared not valid (by perforation and the wording "terminated registration - total damage") and is returned to the owner, and part II is attached to the registration termination application;
2. In case of a written statement by the owner about the export of the vehicle out of the country, part I and part II of the registration certificate are declared not valid (by perforation and wording "terminated registration - export") and are returned to the owner; a copy of the registration certificate is attached to the registration termination application.
3. If the vehicle has been left for dismantling, part I of the certificate is declared not valid (by perforation and wording "terminated registration - accepted for dismantling") and is returned to the owner, part II is attached to the registration termination application.
4. If the vehicle is declared as kept in a private property, part I and part II of the registration certificate are declared not valid (by perforation and wording "terminated registration - private property") and are returned to the owner; a copy of the registration certificate is attached to the registration termination application; the information on number and the term of validity of the technical examination mark and the technical certificate of the vehicle is entered into the automated information system.
5. If the vehicle was destroyed by fire or natural disaster, part I of the registration certificate is marked as not valid (by perforation and wording "terminated registration - destroyed") and is returned to the owner, part II is attached to the registration termination certificate, in case the registration certificate has not been destroyed by fire or natural disaster
IV. Issuing of certificate (not obligatory)
If the owner wishes, a certificate on the termination of the vehicle registration is issued.
Payment:
The service fee is determined in Tariff Nr. 4.
Ways of payment:
At a desk of the administrative authority, by a bank card.
By a bank transfer.
