2290 Issuance of a permit to conduct additional training for drivers to partially restore the control points confirming the validity of the driving license

Restrictions and conditions:
The permit is issued for each form of training for a particular day of the month. A person may only have one permit within one place of residence. The additional training of drivers for partial restoration of the number of control points shall be carried out in accordance with the training documentation approved by the Minister of Education, Youth and Science and the Minister of the Interior. Permission for additional training of motor vehicle drivers for partial restoration of the number of control points is carried out by natural or legal persons who are entered in the Commercial Register.
Trainers conducting the additional training for drivers must meet the following requirements:
- hold a degree for higher education with a Master's degree;
- have teaching or instructing qualifications for training of drivers;
- have a driving license;
- have not been penalized with disqualification of driving rights in the past year;
- not be convicted of a crime of general nature, or deprived by court of the right to drive motor vehicles;
- be at least 25 years old.
The trainers may also be specialists in pedagogy, law, technical sciences or psychology, without instructing or teaching qualifications for training drivers but working in the field of traffic safety and meeting all other requirements.
The requirements for the study room are as follows:
- a bright area of the room at least 2,50 m;
- natural daylight and artificial lighting in the evening;
- heating allowing the room to maintain a temperature of not less than 18 ° C;
- at least 1.5 square meters of space for each trainee and 5 square meters of space for the trainer;
- bathroom;
- provided with a board of no less than 0,7 square meters, audio visual equipment and didactic materials envisaged in the training documentation;
- no training of more than 20 people at the same time is allowed.

Requirements, procedures, instructions
I. Submitting an application
In order to obtain permission to conduct additional training of drivers, the applicants submit to the Traffic Police department/sector at Sofia Metropolitan Directorate of Interior / Regional Directorates of the Ministry of Interior the following documents:
Application form
a copy of a property document or a rental contract for a study room;
a list of training tools (factory numbers) signed by the manager and stamped;
a copy of a document or a scheme with the size of the study room signed by the manager;
list of the trainers (candidates can also receive a template on an electronic carrier from the relevant Traffic Police department at the Sofia Metropolitan Directorate of Interior/Regional directorate of Interior);
copies of the higher education diplomas of the trainers;
copies of the professional qualification documents of the trainers (Vocational training certificate for training of drivers);
copies of labor or civil contracts of the trainers for conducting additional training for drivers to recover the control points;
a list with two representatives of the study form for examining the study room and a request for the start time of the training;
a journal for registration of candidates for additional training (applicants can also receive an electronic template from the Department of Traffic Police at the Metropolitan Directorate);
register of certificates issued for completed additional training (applicants can also receive an electronic template from the relevant Traffic Police department / sector;
document for paid fee to the account of the National Police General Directorate separately for each training form in the amount determined by the Council of Ministers;
training documentation (candidates can also receive it in electronic form from the relevant Traffic Police department at the Sofia Metropolitan Directorate of Interior / Regional Directorate of Interior.
The copies of the documents attached to the application for permit for additional training of drivers shall be endorsed with the stamp of the applicant and presented together with the originals for verification.
II. Verification of the submitted documents
A Traffic Police officer from the Sofia Metropolitan Directorate of Interior / Regional Directorate of MoI verifies the original documents and enclosed copies, as well as the overall completion of documentation.
In case of established deficiencies the documents are accepted and the manager of the training form is given a deadline for their removal.
III. Inspection of the training rooms
After accepting the documents, the director of the Sofia Metropolitan Directorate of Interior/Regional Directorate of MoI, or an official authorized by him appoints a commission for conducting a check of the training form regarding the requirements for the training documentation for additional training of drivers. The commission consists of a chairperson from the Ministry of Interior and members representing the applicant for permit.
Within 15 days from the submission of the application the commission carries out the examination of the study rooms/premises.
The examination’s results for the study rooms’ suitability are recorded in a protocol. Identified equipment gaps or requirements inconsistencies are reflected in the protocol and a deadline is set for their removal.
If the requirements are met the commission’s chairperson prepares a proposal for the issuance of an authorization for conducting additional training for the motor vehicle drivers for partial recovery of removed control points.
The proposal together with the application and accompanying documents is sent to the National Police General Directorate.
IV. Issuance of permit
The Director of the National Police General Directorate or an official authorized by him issues a permit for conducting additional training for drivers of motor vehicles.
The issued permit is obtained from the National Police General Directorate by the manager of the training form or a person authorized by him.
Upon receipt of the permit, a training journal and a register of the certificates issued for completed additional training are presented and endorsed with a stamp of the authority, which issued the authorization.

Payment
The fee paid for the service is defined in Tariff 4 on fees collected by the Ministry of Interior as per the Law on State Fees.
The fee is paid to the bank account or the National Police General Directorate after the removal of all established insufficiencies in the documentation.
