2678 Issuance of control coupon “Driver with no penalties”

The owner of a control coupon “Driver with no penalties” (“golden coupon”) is exempt from losing control points when punishment is imposed for certain violations of the Road Traffic Act.

Ordinance Nr. I-57/01.10.2002 on Conditions and Order of Driving License Issuance, Reports on Drivers and their Discipline – Art. 25, Para 7
Competent authority:
Traffic Police units at the Sofia Metropolitan Directorate of Interior and Regional Directorates of MoI
Deadline for issuing: Immediately
Validity of document/individual administrative act:
It is valid as per date of issuance of the driving license, to which it is a part.
Control authority for the authority providing the service:
Director of the Regional Directorate of MoI where the competent Traffic Police Unit is situated.
Authority of appeal of individual administrative act: Director of the Regional Directorate of MoI where the competent Traffic Police Unit is situated.

Restrictions and conditions:
A control coupon “Driver with no penalties” is issued as per permanent address when the driver:
- has no imposed penalties for violation of traffic rules since the initial issuance of the driving license and has been driving for not less than 6 years
- has no imposed penalties for violation of traffic rules in the last 6 years

Requirements, procedures, instructions
I. Submitting of application
Documents accompanying the application:
1. Blue coupon
2. Document on paid state fee

II. Completeness check of submitted documents and substantial check
The Traffic Police officer checks the completeness of the documents and instructs the applicant about missing documents or documents with mistakes.
A substantial check is carried out in order to check if the applicant meets the requirements for issuance of a coupon “Driver with no penalties”.

III. Receiving of the control coupon “Driver with no penalties”
The applicant receives the control coupon “Driver with no penalties” from the Traffic Police Unit as per permanent address.
The applicant has to return the blue control coupon upon receipt of the control coupon “Driver with no penalties”.
