859 Issuance of a certificate with data on registered vehicles and vehicles with terminated registration

The certificate contains information on present and past ownership, prohibition, and technical data of the vehicle. The certificate is issued to serve in front of other administrative authorities, notaries, banks etc.

Traffic Police units within the Sofia Metropolitan Directorate of Interior and Regional Directorates of MoI
Deadline for issuance: 14 days
Validity of document/individual administrative act: till change or termination of registration

Requirements, procedures, instructions
I. Submitting an application
The application is submitted at a desk of the Traffic Police or via the portal of electronic administrative services of the Ministry of Interior.
Documents accompanying the application:
1. a valid identity card or passport (if submitted at a desk)
2. a document of paid state fee (if submitted at a desk)
3. a notarized power of attorney – if the application is submitted by an authorised representative
II. Completeness check of provided documents
The Traffic Police officer checks the completeness of the provided documents and gives instructions about missing documents or documents with mistakes.
III. Check of the substance of the provided documents
The Traffic Police officer performs a check in the relevant information databases of the Ministry of Interior within the deadline for provision of the service.
IV. Issuance of a certificate
If the application is submitted at a desk, the certificate is received from the Traffic Police unit as per permanent address.
If the certificate is submitted electronically, it is issued as indicated:
- on paper - it is received from the Traffic Police unit as per permanent address
- in electronic form – it can be viewed in the portal of electronic services of the Ministry of Interior
Payment:
The service fee is determined in Tariff Nr. 4 of fees charged by the Ministry of Interior under the Law on State Fees.
Ways of payment:
- At a desk of the administrative authority, by a bank card
- By a bank transfer
- In electronic way
