On the basis of:
Road Traffic Act – Art. 141, Para 2
Ordinance No I-45/2000 on Registration, Report, Taking off Road and Commissioning of Vehicles, Temporary Suspension, Termination and Restoration of Registration of Vehicles and Trailers, Pulled by them, and the Order of Providing Vehicle Registration Data - Art. 9, Para 2
Authority providing the administrative service – Traffic Police Units with Sofia Metropolitan Directorate of Interior and the Regional Directorates of MoI
Deadline for issuing - Immediately
Duration/ validity of the document/ individual administrative act: Unlimited (indefinite)
Authority controlling the activity of the authority providing the service:
Director of the MoI Regional Directorate of the relevant Traffic Police unit

Authority of appeal of an individual administrative act: Director of Regional Directorate of MoI of the relevant Traffic Police unit

Restrictions and conditions

The service is provided in the cases of loss, destruction, damage or theft of any of the two parts of the certificate.

When only Part II of the certificate is lost, stolen, damaged or destroyed, a duplicate is issued on grounds of presented documents only.

When only Part I of the certificate is lost, stolen, damaged or destroyed, the vehicle is also presented for identification.

When both parts of the certificate are lost, stolen, damaged or destroyed, the vehicle is registered with a new registration number.

Requirements, procedures, instructions

I. Submitting an application

The application is generated by MoI information system. The data is filled in automatically. The applicant only checks the data and verifies it by his signature. The applicant does not need to fill in an application in advance.
The following documents shall be attached to the application:
- Identity document
- Declaration that the certificate is lost, destroyed or stolen. The declaration is generated by MoI information system. The data in the declaration is filled in automatically. The applicant only checks the data and verifies them by his signature. The applicant does not need to fill in a declaration in advance.
- The vehicle – for identification (only when a duplicate of Part I is requested)
- Document for “Civil Liability” insurance
- Registration number plates (only when a duplicate is requested for both parts of the certificate)
- The part of the certificate which is not lost, stolen or destroyed
- Document for paid state fee
- Power of attorney certified by a notary – when the duplicate is requested by an authorized representative

II. Verification of the completeness of the submitted documents

Upon submission of the documents, a Traffic Police officer checks their completeness and instructs the applicant regarding missing or incorrect documents

III. Vehicle identification (performed in specific cases)

Performed in the cases when:

- Part I of the certificate is missing
- Both parts of the certificate are missing

IV. IV. Receipt of the completed duplicate of the registration certificate of a motor vehicle

The applicant receives his duplicate from the Road Traffic unit where the application is submitted.

V. Mounting of registration plates (performed in specific cases)

Performed only when both parts of the certificate are lost.After the issuance of the duplicate and registration plates, they are mounted on the vehicle by Traffic Police officers.
