Issuing procedure and required documents:
Trading in explosives, weapons, ammunition and pyrotechnic articles, excluding fireworks of category F1, shall be carried out by natural persons or legal entities registered as dealers in the territory of a Member State.
Persons shall submit to the Director of the National Police General Directorate a sample application describing the Unified Identification Code (UIC) whenever persons are registered under the Commercial Act or a copy of a certificate for entry in the relevant register under the national law of the respective Member State in a legalized translation in Bulgarian.
The application shall be accompanied by the following documents:
1. Authorization for using the sites or another substituting document issued under the procedure of the Spatial Development Act and / or a certificate of conformity certifying the suitability of a mobile production plant for explosives;
2. A document certifying the legal basis for using the sites;
3. Passport of the warehouse for storing explosives, firearms, ammunition and pyrotechnic articles;
4. Safety instructions developed by manufacturers for carrying out activities with explosives, weapons, ammunition and pyrotechnic articles;
5. A list of the persons who will have access to explosives, weapons, ammunition and pyrotechnic articles in coordination with the Head of the local police station the location of the site;
6. A list of the different types of products, which will be traded;
7. Traders must have:
- a manager of the storage site and / or the trading venue;
- personnel supervising compliance with work safety rules when dealing with explosives, weapons, ammunition and pyrotechnic articles;
- Specialists who keep track of the movement of the merchandise.
For these persons the following documents shall be attached: a copy of the labour contract and a qualification document;
8. A copy of a contract with a private security guard;
9. If the manager, the managers or the members of the management bodies of the person are foreign nationals - a document certifying that the person concerned has not been convicted of general intentional crimes;
10. An official document issued by a judicial authority or a relevant document under the national law of another country certifying that no criminal proceedings have been instituted against the manager / managers or members of the management body of the person for intentional crime of general nature;
11. A medical certificate from a medical institution or similar document under the national legislation of another country attesting that the manager / managers or the members of the management bodies of the person do not suffer from mental disorders;
12. Declaration by the manager / managers or members of the management bodies of the person that the following circumstances do not apply to them:
- in the last three years the person has been forced into medical establishments under Chapter Five, Section II of the Health Act, or has been treated for the use of narcotic substances;
- protection measures have been imposed in the last three years under the Law on Protection against Domestic Violence;
13. Document for paid fee at a rate determined by a tariff.
Upon receipt of the application and documentation the National Police General Directorate assesses the completeness and the compliance of the submitted documentation with the requirements for issuing the permit and conducts an on-site inspection of the warehouses and / or the commercial sites.
In case of incompleteness and / or inconsistency with the requirements of this Act, the National Police shall notify the applicant in writing, give instructions and a 30-days period for their removal.
If the deficiencies and / or inconsistencies are not removed within the given time limit, the procedure for issuing the authorization shall be terminated.
The Director of the National Police General Directorate or an authorized official shall issue a permit or reasonably refuse to issue one within two months of filing the application.
The refusal is subject to appeal under the Administrative Procedure Code.

Issuing procedure and required documents:
The service relates to ammendments of issued permits for trading in weapons, munitions, explosives and pyrotechnic articles related to commercial registration, qualified personnel, change of the list of merchandize, etc.
The person licensed to trade in explosives, weapons, ammunition and pyrotechnic articles shall notify the Director of the General Directorate "National Police" in case of:
1. Reconstruction of warehouses and / or trading premises;
2. Change of person (s):
- the manager of the storage site and / or the trading premises;
- personnel supervising compliance with occupational safety rules when dealing with explosives, weapons, ammunition and pyrotechnic articles;
- specialists keeping track of the movement of the merchandise;
3. Change of the commercial registration;
4. Change of the types of explosives, weapons, ammunition and pyrotechnic articles.
The person shall submit an application as per the provided template and submit within 14 days of the change the documents related to it, together with a document for a fee paid at the rate determined by a tariff.
The assessment of the documents and the on-the-spot verification of commercial sites and / or warehouses, where necessary, are carried out as follows:

451 Supplementing Permits for Trading in Arms, Ammunition, Explosives and Pyrotechnical Articles

Issuing procedure and required documents:
The service is for supplementing issued permits for trading in weapons, ammunition, explosives and pyrotechnical articles with new retail outlets and / or warehouses.
The person granted a trade permit when opening a new commercial site and / or warehouse shall submit to the Director of the National Police General Directorate an application as per the provided template, accompanied by:
1. Authorization for the use of the objects or another substitute document issued under the procedure of the Spatial Development Act and / or a certificate of conformity certifying the suitability of a mobile production plant for explosives;
2. Document certifying the legal basis for the use of the sites;
3. Passport of the warehouse for storing explosives, firearms, ammunition and pyrotechnical articles;
4. List of the different types of articles to be traded;
5. List of persons:
- The manager of the storage depot and / or the trading premises;
- Personnel monitoring the compliance with work safety rules when dealing with explosives, weapons, ammunition and pyrotechnical articles;
- Specialists who keep track of the movement of the merchandise.
6. For those persons the following documents should be provided:
- A copy of the employment contract;
- Qualification certificate;
- Official document issued by a judicial authority or a relevant document under the national law of another country certifying that the person has no criminal proceedings for a criminal offense of a general nature;
- Certificate from a medical establishment or a similar document under the national legislation of another country certifying that it is not suffering from mental disorders;
7. A copy of a contract with a person performing private security activities;
8. Document for a paid fee at a rate determined by a tariff.
Upon receiving the application and documentation, the National Police General Directorate assesses the completeness and the compliance of the submitted documents with the requirements for issuing the permit and conducts an on-site inspection of the warehouses and / or the commercial sites.
