The Communication and Information Systems Directorate is part of the specialized administration of the Ministry of Interior. It builds, maintains and exploits the communication and information systems of the Ministry of Interior in peacetime and crisis situations.
On the basis of Decree of the Council of Ministers No 11/30 January 2014, the Communications and Information Systems Directorate performs the following tasks and activities:
1. builds, maintains and develops communication systems for the management of the Ministry of Interior;
2. designs, maintains and develops the automated information systems (AIS) in the Ministry of Interior;
3. designs and develops the general information model for automated data storage in the Ministry of Interior and a common system of classifiers for MoI AIS;
4. formulates, implements, develops and coordinates the MoI policies, priorities, plans, programs and projects related to communication and information systems; Prepares and coordinates the requirements for delivery of programming and technical means for communication and information systems of the Ministry of Interior;
5. organizes and implements the interaction and the technical compatibility with communication and automated information systems of other state bodies and countries; Provides specialized communications for state bodies;
6. builds, maintains the continuous functioning and develops the national components of international information systems in the field of public order and security;
7. Develops and maintains technically the National Early Warning and Disclosure System for the executive and the population in case of disasters and emergencies, providing communication and information to the Unified Rescue System;
8. organizes and participates in conducting trainings on the use of communication and information systems, including establishing the state and preparedness of the early warning and disaster notification systems and emergency situations;
9. organizes and performs the cryptographic protection of the communication systems of the state management, plans, organizes and implements information security activities of the communication and information systems in the Ministry of Interior;
10. maintains and develops in technical and technological terms electronic identification in the Ministry of Interior;
11. builds, maintains, develops and coordinates technically systems that support the maintenance of public order and control of road safety;
12. Provides access to the Internet and Internet services for MoI structures; Builds and maintains technically and programmatically the electronic portals of the Ministry of Interior in the corporate network and on the Internet;
13. creates and develops the programming of the MoI AIS;
14. maintains in technical terms the centers of the National System 112;
15. plans and distributes the radio resource of the MoI and participate in the updating of the national radio frequency plan; Coordinates the use of frequencies and frequency bands at national level; Creates and maintains the departmental numbering plan, participates in the creation and distribution of the national numbering plan;
16. performs methodological management and control in the structures of the Ministry of Interior regarding the communication and automated information systems;
17. provides expert assistance within its competence in specialized police events;
18. organizes and coordinates the interaction with the undertakings providing public electronic communications networks and / or services for provision of communication and information services for the Ministry of Interior;
19. participates in drafting and delivers opinions on drafts of normative acts according to their functional competence;
20. participates in national and international activities, working groups and committees, related to the functioning of international communication and information systems;
21. designs and develops program tools for information exchange with international and national institutions;
22. researches and selects new programming and technical means for MoI AIS;
23. plans, builds and maintains the Ministry of Interior's communication and information system for military time management;
24. Provides the technological support and participates in the development of the Center for Aerospace Surveillance (CES) by providing the possibility to exchange the received and processed information with the structures of the Ministry of Interior, other state bodies and organizations.
