ACTIVITIES AND FUNCTIONS

„The Migration Directorate is the body of the Bulgarian Ministry of Interior regulating the migration processes and exercising administrative control over the residence of foreigners in the country. It is also competent to counteract irregular migration on the national territory and to provide administrative services to citizens of the European Union, citizens of the countries under the Agreement on the European Economic Area, of the Swiss Confederation, as well as to members of their families.

The Migration Directorate was established by the Law of November 2003 amending the Law on the Ministry of Interior. It actually began operating on 26 February 2004. Separate regional Migration Department / Sectors / Groups with territorial competencies exist in the twenty-eight regional MoI Directorates – the Sofia Directorate of Interior and the Regional Directorates of Interior. The Migration Directorate provides to these regional structures methodological guidance and assistance and exercises control over them. The functional competences of the Migration Directorate and the regional structures include:

  • issuing, refusing or revoking residence permits;

  • extending the residence period of foreigners in Bulgaria;

  • carrying out coordination procedures, on the one hand, with the Ministry of Foreign Affairs, related to issuance of residence permits in the country, and, on the other hand, with the Ministry of Justice for the purposes of the joint procedure for granting Bulgarian citizenship;

  • counteracting irregular migration by carrying out on-the-spot inspections at the foreigner’s place of residence and, if necessary, conducting interviews;

  • providing administrative services to citizens of the European Union, citizens of countries under the Agreement on the European Economic Area, citizens of the Swiss Confederation, as well as members of their families.“
