Schengen Information System - SIS

The Schengen Information System is a shared database created and used by all Member States (MS) of the Schengen area.

SIS is not a central register of the persons living on the territory of the EU/Schengen area but it contains data (alerts) on certain wanted/controlled persons and objects, persons with refusal of entry, which data is necessary to preserve the Schengen area as a territory of “freedom, security and justice”.

The N.SIS (through the “national copy”) will allow the competent authorities and bodies access, through an automated search, to alerts regarding wanted/controlled persons or objects,  persons with refusal of entry, in order to fulfill their specific tasks in the field of border control, issuing of visas, residence permits, driver’s licenses, customs regime, police and judicial activities, and also to guarantee public order, national and European security.

Due to delay in the SIS II development and its implementation and in order to observe the declared deadline for joining the Schengen area – March 2011, at the meeting of the Justice and Home Affairs Council, which took place in Luxembourg on the 4 and 5 June 2009, Bulgaria (joined by Romania) made a special statement in which declared its intention to integrate into the SIS1+ via the SISone4ALL while continuing the parallel development of its national SIS II system in order to be ready to migrate from SIS1+ to SIS II together with the other migrating Member States.

In this regard Portugal provided for free Bulgaria with the SISone4all software product that will allow Bulgaria to join the presently functioning SIS 1+ in due time.

In the preparation process Bulgaria is supported by the Check Republic, which as a “coaching country provides assistance on the legal, technical and organizational aspects.

Further to the technical criteria, with a Council Decision (29 June 2010) it was confirmed that Bulgaria fulfills the data protection requirements and may start loading data in SIS - prerequisite without which the SIS/SIRENE evaluation cannot be carried out. The Decision reflects the positive results of the evaluation mission in the field of data protection.

The Bulgarian legislation is harmonized according to the requirements of the Convention Implementing the Schengen Agreement.

The activities envisaged in the Roadmap for the connection of Bulgaria and Romania to the SIS are fulfilled successfully and in due time.

Bulgaria is connected to the SIS since 6 November 2010 and we already enter, update and delete national alerts in SIS as well as undertake the necessary activities in order to execute the alerts entered in SIS by other states. Bulgaria does not only enter and execute the alerts on refusal of entry to the Schengen area of third country nationals which will be implemented after our joining to Schengen.

The SIS/SIRENE evaluation mission will be carried out in the period 6-10 December 2010.
