STATEMENT BY THE REPUBLIC OF BULGARIA AND ROMANIA ON THE INTEGRATION TO THE SIS 1+ via SIS one4ALL

Taking into account the accession of Bulgaria and Romania to the European Union on January 1st, 2007 as well as the provisions of Article 4 paragraph 2 of the Act concerning the conditions of accession of the Republic of Bulgaria and Romania and the adjustments to the Treaties on which the European Union is founded, Annex to the Treaty concerning the Accession of the Republic of Bulgaria and Romania to the European Union,

Recalling the joint declaration on the accession to the Schengen area of 6 February 2008 by the Ministers of Interior of Bulgaria and Romania  in which March 2011 has been defined as their common strategic goal for full membership in the Schengen area,

Reaffirming that the entry into operation of the second generation Schengen Information System remains an absolute priority,

Considering the fact, that the draft Council Conclusions on the further direction of SIS II, as well as the Conclusions of the Council of 26-27 February 2009 on SIS II, express the commitment of the Council to set out a technical solution which would allow the participation in the SIS of additional countries in accordance with their declared calendar.

Taking note of the Report on the further direction of SIS II  where in Annex 1 it is stated that the earliest possibility to integrate Ireland, the United Kingdom, Cyprus, Bulgaria, Romania and Liechtenstein into the SIS II is the fourth quarter of 2011,

Committed to respect the declared calendar for the accession to the Schengen area - March 2011,

Convinced that the technical solution allowing the timely accession into the Schengen area is the integration into the current Schengen Information System - SIS1+ via SISone4ALL,

Declare the intention of Bulgaria and Romania to integrate into the SIS1+ via the SISone4ALL while continuing the parallel development of its national SIS II system in order to be ready to migrate from SIS1+ to SIS II together with the other migrating Member States.
