1. TWINNING PROJECT  “IMPLEMENTING NATIONAL ANTICORRUPTION STRATEGY” – Communication Strategy

  For nearly half a year now the MoI together with Home Office UK in cooperation with Scotland Yard are working along An Anti-corruption twinning project. Recently following the end of the first stage of the project a delegation from Home Office visited Bulgaria. They were very much satisfied with what had been completed for the short time following the start of the project, i.e.: development of a legal framework and organizational structure of the project, development and fulfillment of the Communication strategy for the project and the relation with media, establishing a Transparency group with the participation of the most reknown in the fight against corruption non-governmental organizations etc.
Main Objectives:
• To adopt and effectively implement EU standards and best practices in the prevention and detection of corruption in the MoI and promote the development of an institutional culture that resists, exposes and rejects all corrupt activity.
• To encourage and support the strengthening of the integrated system of the MoI for countering internal corruption.
• To share knowledge of specialised technical equipment and information systems to all elements of the integrated system for countering corruption in the MoI.
• To develop and implement a programme for the prevention of corrupt behaviour by all MoI officials, especially those in vulnerable groups where the risk is high.
• To introduce a comprehensive training programme promoting integrity and professional behaviour by all MoI officials in support of the measures for preventing and fighting corruption, during the life of the Project and beyond

Results:
1. Creation of internal communication network to inform the workforce, seek feedback and through which promotional material encouraging good behaviour and professional integrity can be disseminated to vulnerable groups.
2. Open and transparent communication network with the public, in partnership with Non-Government Organisations (NGO) working in related fields in the community.
3. Design and development of the technical specifications in compliance with the tendering procedures for the acquisition of appropriate specialist investigation equipment.
4. Design and development of the technical specifications for a specialised IT system for efficient management of all relevant information.
5. Introduction of systems and assurance processes designed to prevent and detect corrupt activity.
6. Adoption of a ‘Code of Ethics’.
7. Design, development and introduction of a comprehensive training programme at the national and regional level.
8. Identification and internal approval of the legislative and regulatory amendments required for the adoption of EU best practice and a continuous action plan for their introduction.
9. Strengthened capacity and improved performance of the MoI integrated system for countering corruption.


2. COMMUNITY POLICING STRATEGY

 » AIMS:
 » Focusing on the priorities of the police work in accordance with the needs of the community;
 » Improvement of public perception of security in the society
 » Overcoming the aloofness and work in partnership and close cooperation with the society
 » Increasing the public satisfaction as regards the police serving
 » Reducing the fear of crime in society through prevention
IMPLEMENTATION
 » The implementation of the aims will be proceeded under the leadership of the Minister of Interior
 » Coordination of the consecutive actions and control over the processes will be accomplished bu a permanent Working Group, which includes participants from the MoI and NGO
 » Individual  delivery plans will be implemented for achieving the principal results of the short-term objectives
 » Public and media will be regularly provided with information as regards the current developments of the strategy

3.  SOFIA -  Bulgaria’S CAPITAL  – a center of Europe for the protection of the Euro against counterfeiting – national Communication Campaign, , under the auspicious of Minister of Interior Prof. Georgi Petkanov.

  MAIN AIMS: To prevent all kinds of fraud, corruption and other illegal activities affecting the financial interests of the European Community; 
  Current activities One of the most important activity at the moment is  fight against corruption and fraud , as well as  undertaking different kind of measures for protection the Euro against counterfeiting and strengthen the cooperation in combating all kinds of financial crimes. This are very serious problems,  more over in 2004 and 2005. This are  the main priorities of the MoI in its activities during 2004 and 2005

  • - RELISED ACTIONS: MoI is dealing with all kind of problems concerning different kind of fraud, concerning the financial interests of EU-members. In cooperation with different international institutions, first of  all OLAF and EUROPOL, Bulgarian MoI  realizes a lot of preventive measures  in order to protect all kind of EU-funds from fraud, and especially in the field of protection the Euro against counterfeiting. Mr. Franz Bruner visited Bulgaria only a few weeks earlier, and after his meetings with Bulgarian Interior Minister Prof. Georgi Petkanov, he evaluated very high the cooperation with Bulgaria. In Bulgaria already is created interinstitutional Council for coordination all efforts in combating financial crime, concerning the interests of EU-members. This Council also collaborates with international organizations like EUROPOL OLAF INTERPOL etc. Only one example: 17 printing hoses for the production of false money and documents have been revealed for the last 14 months in Bulgaria, with the cooperation with  EUROPOL,s experts.z
  • - Working practices  for gaining support of the whole society for common fight against  prevention all kind of activities, concerning the counterfeiting of the European currency, as well as new methods for cooperation between different partners.

 

4. BULGARIA – EXTERNAL BORDER OF EU – ARE WE READY TO BE A DOOR TO EUROPE? – PR AND INFORMATIONAL CAMPAIGN

AIMS:
 » Announcement to the public all kind of positives of joining Bulgaria to EU
 » Increasing the security of Bulgarian people  as result of strengthening the external borders of Bulgaria
 » Improvement crossing the borders  
 » Preparation the public opinion to accept the new forms of identification documents after membership in EU

ACTIVITIES: PR and Information Campaign under the auspicies of Minister of the Interior; Seminars, workshops and conferences with participation of experts  from member-countries and all press-officers of POPRD; publishing of different materials: booklets, printing  issues, leaflets, TV-and Radio-spots.

P.S. The last 2 projects are under resources from Ministry of foreign affairs- budget, to fund activities to enhance awareness and understanding about EU-accession issues/.

 

 5. EU - COMMUNICATION STRATEGY FOR THE MINISTRY OF INTERIOR OF BULGARIA

This project, under Netherlands’s governmental programme MATRA for Bulgaria accession to the EU, started in the beginning of 2003. The programme was proposed by the Embassy of the Netherlands in Sofia. Project partners are the Dutch governmental organization Senter and Bulgarian Ministry of Interior. The POPRD is beneficiary. The executive bodies are Span Consultants /The Netherlands/ and PR Point /Bulgaria/.
The main aim of MATRA project is preparing and implementing the Ministry’s of Interior Communication Strategy to help Bulgaria’s joining process to the EU. The core objective is enhancing the administrative capacity of POPRD to inform public:
- of the negotiations on EU accession achievements
- of the Ministry integration initiatives and events
- of the oncoming results of membership in the Union
The significance of MATRA’s project is growing up these days because of the necessity of presenting positive messages to Bulgarian society and making popular the progress of accession negotiations on Chapter 24 “Justice and Home affairs”. Implementing the project objectives will facilitate the detecting all the “hot issues” of joining process and   sending positive messages to public for the post-membership effect.
