1. Countering  corruption – a priority task of  the Ministry of Interior. The best EU-practices and the Bulgarian model

With the forthcoming signing of the Contract for joining EU in the spring of 2005, receiving of wide public support for counteraction against crime and corruption is very important. The organizing of a campaign for public information in order to establish the European identity in the area of combating the different forms of corruption is an important element in the whole process of Euro-integration. As a leading institution in combating corruption the Ministry of Interior is one of the most significant factors in this area. The largest number of results presented to the media in the fight against the corruption contributes for the increasing of the image of Bulgaria in the counteraction against this world phenomenon – the corruption. “Together against the corruption” is the main motto of the campaign. The accent in this campaign is the work with the public in the whole country, with a view to achieve change of the people’s attitudes. The fight against the corruption is a task for the whole society and the organizing of the information-preventive and explaining campaigns for popularizing the measures against the corruption is a tested form of the increasing of the public’s awareness (повишаване на информираността на обществото) in many European countries.
The acquainting with the best European practices and their applying in our country is a necessary in the whole process of changing people’s attitude. The complete intolerance of any separate case of corruption, changing of the public awareness – non-admission of corruption, as well as cooperative actions in this direction not only with the media, but also with NGOs and local authorities are warrant the complete transparency and maximum publicity.

 

2. Professional-police-career development based on the EU-model

Demilitarization of the services with police powers is the main requirement of the EU. The necessity of a new approach in the management of the human resources in the Ministry of Interior is pointed to at the Regular report of the European commission about the progress of Bulgaria for 2004. Bulgaria has to have responsible, reliable and completely coordinated police institution till its joining the EU – this is one of the requirements. So far the project for the new model of police career is not enough well-known and it needs to be more widely explained and supported. With a view to increasing of the public interest in the future membership of our country to EU, the society has to know:
- the advantages of the new system for strengthening of the administrative capacity of the Ministry of Interior,
- the selection procedure and professional training;
- qualification and realization of the officers in the Ministry of Interior.
The establishing of the new model for police career, the new payment system and development will change the officers’ attitudes. The clear rules for professional promotion will additionally motivate them. This will contribute to increasing the trust in the work of the police officers and it will help for forming of the positive image of Bulgaria among the member-countries.
The increasing of public’s information about the requirements for the membership in EU; the widening of information about the establishing and applying of the European model for management of the human resources and the developing of the professional police career into the context of the reforms for implementation of the criteria for membership in EU; acquainting with the standards in the other member-countries and providing support to joining of our country to countries - members of the Union – all of these are part of wide campaign, which emphasize the improvement of the quality of the services, which are given to the public from the police services. As a result of this, the awareness of the security and the public confidence in the institution will be increased.
The main goal of the campaign is to enforce a new philosophy for the work in the Ministry of Interior, synchronized with the best practices of the EU – profession, which guarantees the public peace, the security of the public and the country.

 

3. Bulgaria’s input to the activity of OLAF (European anti-fraud office)

The good introduction of the European anti-fraud office (OLAF), its goals and priorities, its successes and strategies is very important for joining of our country to EU. As a partner of OLAF, Bulgaria takes an active part in the work of its Communication network. The Communication network of this organization is one of the most important elements, by which the achievements in the area of fight against frauds, corruption and falsifications with the EU-funds become generally known to the world and European public. The Bulgarian society is insufficiently informed about the OLAF activity, although the contribution of our country is considerable, and the recognition – deserved. An inter-departmental Anti-Fraud Coordination Service (AFCOS) is established in our country, to which belong all of the right-protecting and right-administrating authorities. The chairman of this counsel is the Minister of Interior. The most successfully applied worldwide practices of the organization, the methods for protection of the economic and financial interests of EU need to be introduced to the public. The contribution of our country in cooperation with OLAF, the creation and functioning of the AFCOS, the techniques and the communication strategies and public relations, applied in the organization are important element of the preparation of Bulgaria for the future membership in the European family.
Introducing the Bulgarian public with OLAF activity is the main goal in this project: 1) the participation of Bulgaria in the joint actions and cooperation with the organization, as well as the activity of the AFCOS – Bulgaria; 2) the work of OLAF with the public. The model of the Communication network, to which all of the countries-members in EU belong, as well as the countries-candidates for joining (including Bulgaria), would be of exceptional importance for the Bulgarian institutions and media. The most important tasks of the European Anti-fraud office are protection of the financial and economic interests and effective counteraction against the trans-border organized crime and frauds. Gradually they become a priority of Bulgaria – and this has to reach every recess of our country.
