Communication Strategy for the Media Coverage of the Twinning Project BG02/IB/JH-02
Main Messages
These messages will underlie in all media events along the project. They will be the leitmotif in each publication, TV broadcast, interviews, etc.
1. TOTAL INTOLERANCE to different corruption deeds – in the MoI structures and in society; 2. SOCIETY SHOULD NOT ALLOW the corruption of officers. It should change its way of thinking!
JANUARY 2004
1. Organising and holding press conferences for Bulgarian and foreign journalists aiming at presenting them with the achievements of the project following its start. PARTICIPANTS: Component leaders from MS and CC. Presenting journalists with the introduction of the “Right Line” – voice mail for signals from policemen on cases of corrupt policemen; foreign experience; announcing and circulating the scheme; positive and negative sides. 2. Interviews in TRUD and CAPITAL with the PAA David Wolstenholme and visiting STEs from Scotland Yard – experts in fighting corruption. 3. Preparation and printing a brochure for internal distribution among all regional police directorates throughout the country. The brochure will be speaking of the project aims and objectives.
Note: In case the printing of the brochure is done in December – it can be circulated during the National conference of “Community policing”, that will take place on December 10th or 12th in Park Hotel Moscow with the participation of representatives from the regional police directorates, MoI top officials and the national services.
4. Internet site of the MoI (News-Press centre) coverage of the achievements as well as publication of the full text of interviews and reports from WG meetings by components, workshops, etc. 5. Presenting at least one case of a corrupt MoI officer in front of the media – conversations with Directorate Inspectorate officers (interview in TROUD or in the TV broadcast of MoI on Channel 1, Bulgarian National TV “ALO 166”/.
FEBRUARY
1. Preparation and finding sponsors (NGOs Transparency Group members) for the publishing of a brochure “NO TO CORRUPTION” – intended for external use. 2. Internet site of the MoI to show the brochure. 3. Public manifestation by leaders and representatives of the project in electronic media – focused in the Morning broadcasts of the National TV, BTV and others. Showing the public cases of corruption among MoI officers. 4. Starting to issue publications under the subject: Anticorruption behaviour” in the Police Academy specialized edition (following preliminary negotiations – 1-2 pages in each issue). 5. Using the regional media including electronic for popularizing the activities of the project – again a focus on: SHOWING CONCRETE CASES.
MARCH, APRIL, MAY
Holding a press conference and briefings – at least one each month with the participation of the different Component Leaders (and representatives from Scotland Yard and Home Office) during which the media will get acquainted with the project update.
Holding briefings on new cases of corrupt behaviour among the MoI officers.
Continuing to present on the MoI Internet site.
Organising journalist investigations in some newspapers (for example 168 chassa, Troud, etc on concrete cases)
Channel 1 of the Bulgarian National TV “ALO 166” Broadcast will continue to cover the issue.
Continued use of the electronic media, focusing on the morning blocks as well as some specialized broadcasts.
Active usage of the regional media.
Note: If necessary other communication channels will be used besides the above-mentioned ones. The project on the MATRA Programme in the MoI will play an essential role – the Press centre is a beneficiary (it is focused on external audience) as well as the Startegy “Community Policing” (focused on the MoI officers).
