PCC SEE Secretariat
Following the conclusions from the first meeting of the Committee of Ministers in Vienna, a Secretariat of the Convention was established. The Secretariat has been operational since 1 September 2008. The Secretariat is located in Ljubljana, Slovenia; it is institutionally linked to DCAF, and is administered under DCAF internal rules and regulations.
The Secretariat is a technical expert body with the mandate to assist and support the Contracting Parties in implementing and applying the provisions of the Convention. The Secretariat performs its tasks under the political guidance of the Committee of Ministers and the supervision of the Expert Working Group. The Secretariat is in permanent contact with the Expert Working Group and with the appointed respective National Contact Points.
At present the activities of the Secretariat are financed by international partners of the Convention (Austria, Slovenia, Switzerland, Liechtenstein and DCAF). The different events in the framework of the Convention which are organised and coordinated by the Secretariat are also financed mainly by the international partners (in the framework of the PCC SEE Implementation Programme developed by DCAF). The Contracting Parties also participate in the financing of some events. The Secretariat maintains the official Home Page of the Convention which serves as an archive where all the official documents related to the Convention may be found (in English language). The Contracting Parties can, upon their choice, second staff to the Secretariat.The first Agreement on seconding staff was signed with Serbia and in the beginning of September 2010 the seconded officer started fulfilling his tasks at the Secretariat.
