What if we are abroad?
Bulgarian nationals residing in a foreign country shall lodge applications for a passport at the diplomatic or consular missions in the country in which they are staying.
As permanent address shall be given the address in the town/village on the territory of the Republic of Bulgaria, where the citizen has been entered in the population registers. The address in the foreign country shall be given as the present address. The application shall be accompanied by a document for the charge paid according to Tariff 3 for the collection of charges by the Ministry of Interior. On submitting the application, certifying documents on the civic status of persons shall be presented which must confirm the data given in the former. The Ministry of Foreign Affairs shall send the accepted applications and documents as soon as possible to the Identity Documents and Passport Regime Units of the National Police Service Directorate, where passports shall within 90 days. The documents issued shall be sent through the Ministry of Foreign Affairs to the relevant diplomatic or consular missions where they shall be distributed.
An authorised person may bring the application to the country and lodge it in the relevant Identity Documents and Passport Regime Unit. In such case the diplomatic or consular missions shall make an additional certification in the margin for professional information on page 3. In the same margin a second photograph of the person shall be placed and certified with a seal. In such cases the Bulgarian national residing in a foreign country must send in addition to the application an explicit power of attorney certified by the diplomatic or consular mission under the name of the person who is authorised to submit the application and to receive the issued passport.
