The reform in the Ministry of Interior

Status and Perspectives

Summary

Over the last two years and a half strategic changes were undertaken within the Ministry of Interior, which aimed at the optimization of the structures in the system of MoI and improving their efficiency.

The internal reformation of the structures and the redirection of activities where needed, was a key element in those changes – the restoration of the Chief Directorate “Combating Organized Crime”, the formation of the Chief Directorate “Criminal Police” and the Chief Directorate “Public Order and Security Police” and the incorporation of the Chief Directorate “Pre-trial Proceedings” into the structures of Chief Directorate “Combating Organized Crime” and Chief Directorate “Criminal police”, the closing down of the Ministry of Emergency Situations and the relocation of the “Civil protection” in Chief Directorate “Fire Safety and Civil Protection”.

Concrete steps:

  • In 2009 three external structures were incorporated in the structure of MoI – Ministry of Emergency Situations, Special Courier Service and AFCOS Directorate;
  • For the first time transparency was ensured regarding the number of staff positions:
    • 2009 declassification (Law of Amendments to the Law of MoI)
    • January 2010 stipulated in normative act (Rules of Implementation of the Law of MoI): 61 170 staff positions;
    • May 2010 reduction by 3000 staff positions;

    • February 1st 2012 reduction by (another) 3000 staff positions;

      : 55 170 staff positions.
    • Occupied staff by 31.12.2011 – 53 440 employee

  • From July 2009 until the end of 2011 the total number of terminated contracts is 6 900;
  • Training is a key element of the reform in MoI;
  • The total number of competitions for newly appointed staff for the period July 2009 until the end of 2011 is 3 287, where 898 vacancies are without a required initial police training and 2 389 vacancies require initial police training;
  • 42 650 officials have passed training in the MoI for the period June 2009 until the end of 2011, the largest number of which (27 600) were trained in SIS;
  • The budget of MoI for 2012 is BGN 999 000 000, which is with BGN 7 000 000 less compared to 2011 and is even far less compared to 2009 when together with MoI there was an independent Ministry of Emergency Situations and a Special Courier Service within the Ministry of State Administration and Administrative Reform, where the overall budget of the three institutions was BGN 1 129 023 000;
  • The appropriated resources from EU funds and programs and under bilateral agreements are with highest amount for the period 1st of July 2009 to the end of 2011 – BGN 231 351 880 (from the beginning of 2007 until the end of June 2009 the appropriated resources are BGN 71 810 730);
  • Organization Chart of MoIthe ministry is a highly organized hierarchical structure, which is aimed at efficient management relations and optimal functioning of the structures;
  • From January 2011 the structure of the MoI was reformed by consolidating and integrating of structures;
  • MoI follows systematically and consistently the undertaken short and long-term engagements to reform the system of MoI, enshrined in the Government Program, including a forthcoming amendment of the Law of the Ministry of Interior in early 2012 for the integration of Chief Directorate “Public Order and Security” and Chief Directorate “Criminal Police” into Chief Directorate “National Police”, the introduction of new standards when using weapons in performance of official duties (the principle of “absolute necessity”) and the achievement of the commitment to optimize (reduce) the personnel within the Ministry.
