The Chief Directorate "Combating Organized Crime" (CDCOC) was established in 1991. It is a specialized operation and search service of the Ministry of Interior (MoI) for combating and dismantling the criminal activity of local and transnational criminal structures.

The CDCOC carries out independently or jointly with other specialized bodies activities of operation and search, informational and organizational nature to combat organized crime related to:

• Property, customs regime, monetary, crediting, financial, tax and social insurance systems;
• Terrorist activities;
• Corruption;
• Illegal human trafficking;
• Illegal trafficking in plants containing narcotic substances, narcotic drugs, precursors and their analogues;
• Illegal trafficking in explosives, firearms, chemical, biological or nuclear weapons or ammunitions, nuclear materials, nuclear devices or other sources of ionization, toxic and chemical substances and their precursors, biological agents and toxins as well as excise goods and good and technologies with possible dual use;
• Computer crime;
• Intellectual property;
• Participation in criminal organizations or groups concluding deals or making profits by use of force or by arousing fear;
• Organization or involvement in gambling

The CDCOC pursues active international operational police co-operation in accordance with international treaties, to which the Republic of Bulgaria is a party. The CDCOC has been recognized as a reliable and effective partner in the fight against transborder organized crime in the field of drugs trafficking, the production and trafficking of counterfeit currency, human smuggling and trafficking. The CDCOC has considerable success and extensive background in combating crimes related to fiscal fraud in the customs and tax systems as well as in detecting mechanisms for obtaining illegal proceeds from crime. The CDCOC is actively involved in the detection and dismantling of organized criminal groups committing murder, arson, kidnapping, extortion and racketeering. The detection and prevention of cyber crimes is a new priority in the operational and search activities of the CDCOC.
